Operate SCOUT Co-Responder Crisis Program

Description

Pilot the SCOUT program – a co-responder model that sends crisis-trained individuals (APD police officer, AFD paramedic, and mental health clinician) to non-violent calls involving a mental health concern.

Why is This Important

Not every crisis call needs the same response. SCOUT ensures that people experiencing a mental health emergency get the right care from a qualified team, connecting them to support services and reducing unnecessary emergency room visits.

Initiative Wins

  • Completed a successful one-year pilot from March 2024 to March 2025 in partnership with the ADM Board and Portage Path Behavioral Health.

  • Transitioned SCOUT from a pilot to a permanent program in March 2025, with expanded hours to include Saturdays and weekday evenings.
